Dr. Blackmore received her Doctor of Veterinary Medicine degree from the Swedish University of Agricultural Sciences in 1989 and her PhD in arbovirus epidemiology from University of Notre Dame in 1996. She became a Diplomate of the American College of Veterinary Preventive Medicine in 2009 and has received a Certificate in Public Management from Florida State University in 2013. After two years as an Adjunct Professor at Valdosta State University, she joined the Florida Department of Health in 1998. She has held multiple positions with the agency including Regional Epidemiologist, State Public Health Veterinarian, State Environmental Epidemiologist, Chief for the Bureau of Environmental Public Health Medicine, interim Chief of Environmental Health and Interim State Epidemiologist, Deputy State Epidemiologist and Chief for the Bureau of Public Health Laboratories. Since April 2017 she serves as Director for the Division of Disease Control and Health Protection and State Epidemiologist. During her time with the Florida Department of Health, she has served in a leadership role in the response to endemic and emerging diseases in the state including West Nile virus infections, Ebola, fungal meningitis, malaria, dengue, chikungunya, Zika, hepatitis A, influenza, COVID-19, mpox and oropuche.
She is an active member of the Council of State and Territorial Epidemiologists (CSTE) and the National Association of State Public Health Veterinarians and has represented these organizations on multiple national policy committees associated with foodborne diseases, emerging influenza disease surveillance, vector-borne diseases and One Health. She has represented CSTE on international influenza surveillance assignments in Bangladesh, Rwanda, Albania, Togo, Croatia, Paraguay and Vietnam.
